A study ordered by Governor Cuomo is recommending the legalization of marijuana for adult recreational use.

State Health Commissioner Dr. Howard Zucker says that he will finalize the report and then deliver it to the Governor.

Zucker is also announcing that anyone with an opioid prescription can qualify for the state's medical marijuana program; a move designed to prevent opioid addiction.

For years, Governor Cuomo has been very cautious about the legalization of marijuana. In this year's State of the State Address, Cuomo signaled a shift in attitude.

New York would be the 10th state to legalize recreational marijuana use. There's no timeline as to when the complete study will be published.
