Saratoga Springs police have made an arrest in connection with a weekend hit-and-run that left a jogger seriously hurt.
They say 53-year-old Patrick Phelan was drunk when he struck 72-year-old Andrew Fincke on Ballston Avenue Sunday. Phelan left the scene but was stopped on Broadway a short time later. Fincke was taken to Albany Med to be treated for head trauma and other injuries.
