New York State's Excelsior Pass Blueprint, a national framework to help other regions build digital health credentials, is now available.

Governor Kathy Hochul announced the Blueprint, a guide which builds off of the State's Excelsior Pass Wallet, and says it will serve as a guide to assist other states, territories, and entities in the expansion of compatible vaccine credential systems nationwide. New York State was the first in the nation to launch a proof of COVID-19 vaccination and negative test results system in March. To date over six million Excelsior Passes have been retrieved by New Yorkers, with over 157,000 downloads of the Excelsior Pass Scanner app made. Following the Blueprint's release, the State will be hosting a series of virtual events and webinars to provide those interested with additional tools and resources.
